Unskilled or unaccredited which is worse?

If i turn up on site with no toecap boots or hi-viz vest i'm tossed of the site, i also need my CSR card (construction skills register) it has my photograph on it, a cert number and a phone number in case there's any enquirers about my validity. Its the law, i have to provide my own PPE and CSR card. I'm fully accredited and skilled. Is it fair that Eastern Europeans can turn up without any paperwork to prove they're skilled or even able to p muster in basic health and safety to work on a building site where all the natives have to be certified?
