Why do high school athletic supervisors impose a summer "moratorium" on activity?

My state's high school sports organization mandates a specific week off each summer for all schools, with no use of school athletic facilities or any contact with coaches. There's a second week off later in the summer where practice is restricted, but coaches can supervise general conditioning activities. Not complaining, just wondering why this is.
